SAMUEL ELKINS
Owner & Founder
Samuel Elkins is owner of Strategic HSE Systems Inc., delivering consulting services to the forestry, energy and transportation industries as well as provincial governments throughout Western Canada. He leads the company with 30 years of background in natural resource management, health and safety, and transportation compliance across Canada.
Samuel’s held various industry, consulting, and government positions and has extensive experience and training in many aspects of technical, operational, and administrative practices related to the natural resources sector.

ANGELA LAVOIE
Program Development Manager
Angela joined us in December 2014 after nearly 16 years at Mercer Peace River (formerly Daishowa-Marubeni International Ltd.). She handles client program development needs such as policies, procedures and manuals as well as set up and management of Digital Action Tracking System (DATS) accounts and e-learning development requirements.
She manages numerous transportation client accounts including NSC Carrier Safety and Maintenance Program Development, data management of truck/trailer and driver files, and monthly hours of service/logbook auditing.

LISA SCHNEIDER
Field Operations Safety Manager
Lisa became a member of our team in late 2015 after five years of service at Avenge Energy Services Inc. As the organization’s Safety Coordinator, she was responsible for developing, implementing and managing the Safety Management System.
Most of Lisa’s work is field related. She monitors active industrial operations to ensure Occupational Health and Safety legislated-responsibilities are met, company and client-specific policies and procedures are followed, and National Safety Code obligations are achieved.

RYLEE ARMSTRONG
Marketing Manager
Rylee Armstrong joined our team in April 2020 as Marketing Manager. She brings the strength of operating a graphic design and marketing firm in Peace River to her role with Strategic HSE.
She’s a graduate from Southwest Minnesota State University with a Bachelor of Science in
Marketing and a Bachelor of Arts with an emphasis in Graphic Design. Her entrepreneurial endeavour began in 2019 when Rylee identified a need for creative marketing services in Northern Alberta.
She’s eager to help our company put its best foot forward while delivering the best services to her clients.
KENT RUSSELL
Business Executive Facilitator
Born and raised in Northern Alberta, he’s built a career within the energy sector in a variety of roles over the past 20 years. These have ranged from employment in environmental account management to industrial logistic coordination and hazardous and recyclable environmental waste management.
Kent has extensive knowledge, experience, and training in the many aspects of technical, operational, and administrative practices related to the oil and gas industry, including operations, business development, Indigenous relations/capacity building, health and safety, and environmental management.
SAPHIRE ELKINS
Office Manager
Saphire joined us in April 2016 with a rich history in the retail/customer services industry. Her background also includes experience in the energy sector and employment with a paving company, demonstrating readiness to work hard in any environment and that she doesn’t mind getting her hands dirty to complete a job.
Saphire oversees the day-to-day needs of the Strategic HSE team, including the management of our office headquarters, invoicing/billing, staff and client relations, and data entry. Her duties also take in facilitating all client appointments and enquiries and working closely with company executives.
TRISH RUSSELL
NSC Compliance Coordinator
Trish brought more than a decade of business management experience when she joined us in 2019 as our National Safety Code (NSC) Compliance Coordinator. She has a background in franchise restaurants, optometry clinics, and as a Chamber of Commerce Executive Director.
Trish is responsible for providing high-quality, compliance-based services to the trucking sector, including truck and trailer and driver file management as well as logbook auditing for provincial and federal carriers.
Trish’s attention to detail allows our clients to operate with confidence and achieve compliance with stringent transportation legislation.
SARAH SHAW
Transportation Compliance Manager
Sarah signed on at Strategic HSE Systems Inc. in January 2021 as our Transportation Compliance Manager with a wealth of law enforcement, transportation and safety experience.
Over the past 12 years, she’s worked in various industry, consulting and government relations positions. These jobs have ranged from Commercial Vehicle Safety Alliance transportation officer to Alberta Transportation NSC auditor to an independent mechanical inspector in the log hauling industry.
